Is it the gorosei who decides do label who is a yonko or not? Also, do the gorosei have any control over the yonko, or do they make deals?
Or are they completely out of the control of the WG?
In episode 511, (not sure which chapter, somewhere in the 590s) after the battle of marineford, the gorosei are seen talking about black...
