It could be in terms of numbers (i.e. we have only few D. versus lots of D. in the one piece world)
It could be in terms of strength and/or importance (i.e all D. are important characters having a huge impact on the world versus only a few D. will have a huge impact on the world)
And of course it could be a combination of both (they...
