Yes a Pirate Crew But they are still under the marine not the WG tho,
We all saw how the marines were powerless against the Shichibukais, but the pirates are free to do whatever they want.
Marines aren't ashamed to trick pirates just like they did at the war of the best so they can make alliances and then betray them, they can move by their own no need...
