In the world of one piece, what we have seen in general is that for a pirate crew there will be a captain, a first mate and then rest of the crew. But this doesnt seem to be the case for SH pirates. For straw hats, there is a captain and then the crew. Granted that there are other pirate crews whose first mate is also not mentioned. But look at the examples -Rayleigh, Benn...
