Why Sanji is on the same level as zoro, haki explained

many people believe that zoro is stronger than sanji, while i agreee, i completely disagree when people make it seem as if Sanji would get 1-shot by zoro or that zoro is on a whole other level. I personally believe that while sanji is weaker than zoro, they are on the same level, meaning that zoro wouldn't be able to beat sanji without going all out. Why???
